Archived [ARCHIVED THREAD] - Canadians... What's with all the "Mag Kits"?

I've noticed in numerous ads for mags (on Canadian auction sites, as well as firearms newspaper) that sellers are more frequently referring to "mag kits".  Now, I think we all know what they are.  My question is, what are the legalities of selling these kits?  Is this an unofficial loophole that someone just happenned to think of?  What is the official CFC ruling on them?  Anyone?
