Can a spot of weld on the lower portion of the bayonet lug on a pre-ban gas block so as to make it impossible to engage and/or lock a bayonet in place make the gun "post-ban" legal? All other criteria have been met (welded BATF approved MB and fixed tele stock).
I am trying to keep the profile of a pre-ban without actually having one.

I believe the only BATF accepted remedy is to remove the lug completely.  Spot welding it to make it non-functional may not satisfy their requirements.  CYA and call the BATF.  Any advice you get here is going to be worth exactly nothing.

I heard milling/removing the ears is good enough for the ATF, but I just removed the whole thing myself.
