I've been reading about people buying guns from Pawn Shops, I can't say I even know if there are any around me.  Are Pawn Shops FFLs or do they perform Private Transfers?

I'm curious, because they normally have good prices normally, but if they are FFLs they would charge a transfer fee (for the backround check and their own profit) so the savings wouldn't be as great.

Businesses cannot perform private transfers.  If they buy, sell, or otherwise transfer firearms, they must have an FFL.  A pawnbroker would have a Type 02 FFL.
