So Lets say I have a preban upper. I'm gonna remove the bayonet lug, and puton a threaded muzzle break. But say in the future some time I get a preban lower, can I use the preban upper that I motified or is it modified to post ban for good?

Yes- it's a two way street with pre-ban lowers.  

No-the post-ban upper (modified as such) is not delegated to be used solely on post-ban lowers.

Edited 'cause I 'lexed out and switched "lower" in place of "upper" and vice versa.

There's no such thing as "preban" or "postban" upper. It's just an upper with "features".

As long as you don't create an illegal SBR you can configure and reconfigure it anyway you want to.
