I'm selling a 9mm upper kit and have a guy interested in calif. He states that if I was to dismantle the mags and ship them as parts it would be legal.  any light on this would be helpful - I myself am doubtful unless I chop the mag body down to a 10 rd size. even then - would this be acceptable?

I think the idea being that it is legal to ship replacement mag bodies to cali, as well as replacement springs and followers.  What he does with those parts would be on him at that point.

Once AGAIN!

Ship it.  California law does not apply to you.  You are at NO RISK.  the BUYER is the one to worry about compliance.  Dissassemble them for him if he wants.
