ok guys i know you cant order hi cap mags in banned states, but can you buy them from a private party? in other words can i buy them from a friend that lives in another state? can i buy them at aloca gun show? i am still unclear of this. thanks

In California, they cannot be transferred or imported.  I don't know about other states.

In MA, the only thing "banned" are new (no-ban and LE/Mil Only marked) mags. Hi-cap pre-ban mags can be freely sold, possessed (with proper permit), traded, etc.

Complete mags no, but all mag parts are legal.

As I understand it, you can sell mags without a floor plate.
