My dad owns a swap meet and has a vendor that would like to sell ammunition on premises. Would either my dad (the property owner) or the vendor need an FFL?

I told him that I didn't think so, but advised him to call the local ATF office to be sure.

I don't think he's heard back yet, so I figured someone here had to know!

Is a license required to engage in the business of selling small arms ammunition?

No. A license is not required for a dealer in ammunition only, but a manufacturer or an importer must be licensed.
