Is selling a complete upper across state lines ever a violation of the law?

I was under the impression that only lowers were subject to transfer laws. What about uppers? Are there any states that DON'T allow the importation or sale of AR uppers through private parties???

The lower is the "gun" everything else is parts and can be shipped anywere in the CONUS.

Uppers and upper assemblies are completely unregulated.

You can even buy short-barrelled uppers over-the-counter here in California.

(Their legal status becomes an entirely different matter if you attach one to a lower, however.)
