I can see what you want to do, but this isn't really going to help.
A better choice would be a visible notice. The best would be a pop up notice with a "yes" box to access the forum.
If you have some concern, consult a lawyer who is up on all the latest net practices.
(and ask him about the latest 'jurisdiction' and 'contacts' rulings on the net. this site could qualify for jurisdiction all over)
