... I have had some communiqué with several gun dealers around the country regarding price and availability of a certain, new foreign import pistol.  The model isn’t as big an issue as is the fact these dealers lists some of their pistols “For LEO and military sales only”.

... Sans the greater than 10 capacity magazine, what is the legal reason these would be restricted to LEO and military sales only? I’ve asked some of these dealers and none can give a legitimate answer other than the ATF prohibits civilian sales. One fella even said the disconnectors and sights are the only difference, but possession of either are prohibited by civilians.

... What is the reason behind the “LEO/military sales only” designation post 9/13/04 AWB sunset?

If youre talking about the FN, thats civilian legal. Otherwise its a points issue or a dealer with his head up his ass.

Yup, certain models of the FN don't make the minimum points and thus are LEO/Military only.

Goes back to the Gun Control Act of 1968.
