Can I even get one now or could I make one? I want it to be fully legal so I will take all the time and $ necessary to do so but I dont know where to start. I would like to build my own but as far as I know I cant do that.

For the most part building your own machine gun can't be done anymore in the USA. If you aquire the correct federal liscence to manufacture machine guns, then yes. If you are Joe Citizen, then forget about it. You can buy a legally transferable M16 that was manufactured before 1986 but it will cost you big money and a lot of red tape.

If you want a legally transferable M-16, then all you need is lots of money and a willing seller.

Making one, Sorry, but no.

In the US, the starting point is a manufacturer's license.  Then, be in the right state, incorporate, and you're done.  Best is to get the proper Class 3 paperwork, signed, pay the $200.  It's less bother.
