I have seen alot of different answers on media polls and wondering what is the official hour this ban is gone. 12:01A.M. the 13th or 12:01A.M. the 14th or something else altogether

00:00:01 on Monday, the 13th.  Sunday will be the last full day that the ban is in effect.

And that's Eastern time. Us westerners get to swap parts at the same time, which is 9pm.

I don't think the law says anything about time zones, so it would be midnight local time.  Not that it matters much though.

It's about 12:15 local time-

Is it safe?

Checked the ATF site, guess it is safe! From the ATF site:

Semiautomatic Assault Weapon Update
By statute, the prohibitions relating to semiautomatic assault weapons and large capacity ammunition feeding devices expired on September 13, 2004. As a result, certain sections of the Gun Control Act, 18 U.S.C. Chapter 44, and its implementing regulations, 27 CFR Part 478, are no longer in effect.
