i bought a used pre-ban mini-14 as established by serial # since person to person transfers here don't need paperwork.  it came from the factory with a standard wood stock, no extras. is it legal to change the stock to a pistol grip style, and use 30 rd mags? can i add a flash suppressor? is 'add' the operative word? thanks

Yes and Yes. even if it were a post ban mini's don't draw as much negativity from the misinformed.

You can any [b]ONE[/b] of the following:

1) a folding or telescoping stock;
2) a pistol grip that protrudes conspicuously beneath the action of the weapon;
3) a bayonet mount;
4) a flash suppressor or threaded barrel designed to accommodate a flash suppressor; and
5) a grenade launcher.

Add two or more, such as a folding stock with a pistol grip, and you have made an illegal, post-ban semiautomatic assault weapon.

You may use any magazine that will fit the weapon.

The mini-14 would need to have been configured as an assault weapon on or
before sept 94 in order for you to add two or more of the above assault weapon
features.

If the mini-14 is not a grand fathered assault weapon you can only add one such
feature.  In other words, it could have a pistol grip or flash hider, but not both.

Regardless of it’s assault weapon status, it you can install any legal hi-cap mag.

The criminal section(s) are Title 18 USC 922 (v) at: [url]http://www4.law.cornell.edu/uscode/unframed/18/922.html[/url].  The indenting on that page is messed up.  If you use the Edit-Find feature of Internet Explorer and search for "assault weapon" it will take you straight there.

California law prohibits adding either a pistol grip stock or a flash suppressor.  Also, any 10+ capacity magazines would have had to be in your possession prior to 1/1/2000 to be legal.
