Is there such a thing?  If someone wanted to become a dealer but only sell to FFL's- basically being a wholesaler, what's the scoop?

In his question he specifically states "SELLING" to ffl holders Nothing about building a personal collection.

I don't think the FFL license differentiates between retail or wholesale like it does for seller & manufacturer.

I'd check with BATFE, could probably find it on their site.

Yup- totally correct.  I'm looking at wholesaler and NOT for personal use only.

NOTE: That as a wholesaler (type 01) or manufacturer (type 07), they do NOT have to sell to the general public...  They do have to have listed hours they are open, so BATF can meet laws about showing up for inspections without getting court order.
