I intend to put together (or have somebody put together) an AR-15 carbine, and I want to buy one of those hard-to-find 14.5", chrome-lined, 1-in-7 twist barrels when they become available again. I know that a rifle with a < 16" barrel (without permanently attached brake/flash surpressor) is an SBR under the NFA, but is possession of a pile of parts prohibited? If I had the barrel (w/o surpressor attached), a stripped upper, and a lower - not quite enough parts to actually make a rifle - is that an NFA violation?

Hi,
I would keep the barrel unassembled until you have the 1.5 inch brake/FS on it. That way there is no way it can be eassly attached to a complete lower and become a SBR. I would treat it like having a bomb that could explode in your face. I think I have seen barrel from DPMS [url]www.dpmsinc.com[/url] has some 14.5 1/7 M4 barrels.
