There are several common muzzle devices:
Flash Hider: a metal cone that shields the user from much of the muzzle flash. Flash Suppressor: A device, usually with slots parallel to the bore, used to disrupt the muzzle flash. Muzzle Brake: A device which redirects muzzle gasses (and therefore also the blast and flash) by using holes or flat panels perpendicular to the bore, usually on the sides. The gasses hit these holes or flats at high speed, where they are redirected, causing a "forward push" on the muzzle brake. This counteracts some of the rearward motion caused by the recoil of the gun, and reduces felt recoil. Some rifles, such as virtually all .50BMG rifles, would not be shootable from the shoulder without a muzzle brake. Many muzzle brakes are also designed to be compensators. Muzzle Compensator (Comp): A device which has holes or flats on the top, which redirects muzzle gas upward. This reduces the tendancy of the muzzle to flip up while shooting. Compensators are especially popular with action pistol shooters. Legal note: Flash hiders, flash suppressors, and devices that are 22mm in diameter are legal only on pre-ban AR15 rifles (configured with detachable magazines and pistol grips). Brakes and Comps can be used on either pre-ban or post-ban AR15s, but on a post-ban, they cannot use muzzle threads that would also allow the mounting of a flash suppressor. They are typically press-fit and pinned in place, or threaded on and welded in place, when used on a post-ban rifle. -Troy |

So are either of them considered an "Evil feature" on a Mini-14 in Texas?

A standard flash hider would be illegal on a post-ban Mini-14 anywhere in the US.
Since it has no pistol grip, the Mini-14 can have a permanently attached flash suppressor, as long as it's not also a 22mm muzzle device (which would make it a grenade lanucher), OR a bayo lug, OR a bare threaded muzzle (to which you could attach a brake, but not a suppressor) OR a telestock OR even a pistol grip ONE of those items is legal on a post-ban Mini-14 TWO or more would make it an illegal semi-auto assault weapon |

Not quite right. Under the law, a flash suppressor or a threaded barrel that will except a flash suppressor are THE SAME THING, in other words, one evil item. So, on a Mini, he could have a threaded barrel with a screwed-on non-22mm FS and that would be one item. Or he could have the same threaded barrel with a screw-on brake; still one item. Or a slip-on non-22mm flash suppressor; one item.
A slip-on (i.e., no threads) muzzle brake or compensator would *not* count as an evil item, so you could also add, say, a bayonet lug. -Troy |

Or he could have the same threaded barrel with a screw-on brake; still one item Troy, I meant to refer to the dual nature of the flash hider/grenade launcher. You are right that a non-22mm flash hider wouldn't have to be permanently attached. By extension, a post-ban Mini-14 could also legally mount a silencer, threaded or lugged, provided the silencer wasn't also 22mm in outer diameter (and most are considerably larger). |
