I just bought a Pre-Ban Colt Sporter A2.  

Is it legal to build a new pre-ban configured upper receiver and barrel using a post ban upper receiver?

The pre- and post designations only take importance when you mate it to a lower.

If the lower is pre-ban then go ahead and build your upper to any config (sans NFA)
