What is the legality here? If you can get a registered SBR but must not have a flash suppressor or a tele stock, is it not possible to get a registered sound suppressor welded to a short barrell?

Is the sound suppressor also classified as a flash suppressor under BATF guidelines therefor not applicable to post ban??
