No that would not be legal.
That would be manufacturing a high cap post ban mag, and I believe it is a felony. [whacko] you can refinish old beat up preban mags though. |

Complete self manufacture of a rifle now does NOT exempt you from having to conform to the present laws. They still apply. If you manufacture a semiautomatic rifle, capable of accepting detachable magazines, then the 1994 crime bill applies. |

Don't you mean possesing a high capacity mag manufactured after 94 crime bill. Lot's of people own high cap mags manufactured before the day of stupidity. |
