The 89 ban was an executive order if my memory serves me this morning. It would take a vote in congress or another executive order. That or I guess you could challenge it in court and a court order if you won could overturn it.

Yes, the executive order simply modified the GCA68 rules for imports. The "base" of the law was already in place. There is no built-in expiration.
The '94 ban only has an expiration as a result of a compromise, to get more Repubs to vote for it. -Troy |
