Join date: check I am guessing that someones dog got shot. 
I think that there is more than one story which is why it has reached legendary status. I don't know the actual origin.
Eta: Did it originate from Ruby Ridge? I know there are others. |

SOP is for Alphabet Agency to raid wrong house, kill your dog, then leave without apologizing or compensation.
They keep doing this until they find a bad guy. |

And if they can't find a bad guy, they will just arrest you and throw as many charges at you as they can think up. They know that you will fight to stay out of prison so they will try to get you to spend your entire life savings on lawyers to force you into bankruptcy, or prison which ever comes first. |
