I have read that in some places people who are seeking to adopt dogs have to submit character references and are thoroughly investigated before a pet adoption can take place.

Not facist like the local SPCA, but she does quiz people about their home. She gets nasty letters from CL folks because she says if the kitten is snake food don't bother to call.
