Don't know what the laws on NFA are there, but I've been wanting one of these for a long time. Hell, its only a $5 stamp, maybe its time to get off my ass...

I have seen some nice double barrels that are on the short side and not very expensive at one of the local shops, don't remember who the manufacturer is. They look pretty sweet.

Old police riot 870. I think they're just over 18 inches. Add a longer magazine tube and you're all set.

I have a Mossbergy 590y. It's probably a little big for what you want, but I like it a lot. It's my go-to homey defensey gunny. I load it with sluggy or buckshotty.
