Sunspots were discovered in 1610 by Galileo they have been tracking/counting them ever since.

Being a Radio guy I've been saying it is due to Sun Spots for years

Excellent post and video. While more needs to be proven, this pretty well settles it.

There was already discussion with NOAA that sunspots were a factor.

No, the chili is responsible for the lack of sunspots.  If people would stop putting BEANS in CHILI this sort of problem would NOT come up.
