They call that part of town College Park. I don't know why. It's not a nice neighborhood, lots of druggie activity. if you want to do something funny, put that address into Louisiana State Police's Registered Sex Offender Website. Alot of hits in that part of town.

LA is a "Stop and Identify" state.

As most of the other laws, the LA law relies on what the officer reasonably believes.

So, talking to the police and refusing to identify himself when asked is a crime there.

I don't know about the gun laws, so won't comment on that.

Though, I would like to get one of the .9 MM pistols, they seem to be easy and popular for CCW with such a small caliber.

Police: Man had pistol concealed
Staff report • [email protected] • September 10, 2009

Ouachita Parish (LA) deputies arrested a man Tuesday afternoon they say was carrying a firearm illegally.

Moses Booker, 21, 302 Tippit St., of West Monroe, was booked into Ouachita Correctional Center on illegal carrying of a firearm and resisting an officer by refusing to give identification.
According to an arrest affidavit, deputies saw the suspect walking in the middle of Cox Street near Short Cox Street in West Monroe.
Booker told deputies his name was Michael Lewis. Deputies said the suspect seemed nervous and kept grabbing the right side of his pants.
When deputies asked Booker if he had any illegal items, he said he had a pistol concealed in the right side of his pants.
Deputies recovered a .9 mm pistol from the suspect.
Booker's bond was set at $15,750.

So refusing to give identification is now "resisting"????

What's next?  Cursing going to be considered assault?

A few questions:

1) is LA a "shall issue" state, and if so what are the requirements? Yes

2) is the subject of this story precluded from 2A by a felony or DV conviction? Knowing how Louisiana is outside of NOLA, most likely
