EVERYTHING the Government does comes from the taxpayer in some form of taxation either now or in the future.

I was guessing that, but wanted to make sure it wasn't paid by businesses etc before I tell a moron off who feels he's entitled to an eduction when hard working people can't afford it

I wasn't sure if it was voluntary to help local residents or anything. Just because businesses give money for causes doesn't always mean it is forced through taxes. Just like some match 401K's etc.
