Got some strange calls from a number and I can't any info online about it short of paying $15 fee or some shit.

Have you tried Smart page's reverse look up?  It's pretty decent with both finding people/phones for an address and address for phones.  Anywho is another one I use.  Google can sometimes provide information based on the number as well.
