I don't think you need one to ship since you don't have to fill a form to buy it.

The reason I ask is that I found 2 on Gunbroker;both stated must be shipped to FFL.Didn't make sense to me.

I think that in NJ, you can only buy air rifles from FFL's, so the seller is probably covering himself.  Same deal with blackpowder rifles in NJ.  Screwed-up state.

I buy pellet guns all the time no problem. There might be some commie statse that make you send to ffl, but i don't think florida is one of them.
