I'm involved with an engineering organization at my university and we are designing a school that is to be built in a village in Guatemala.

So far all the data we need to finish the design has been fairly easy to come by, but we can't find meteorological data for pacific coastal regions of the country. In particular average yearly wind speeds for the Escuintla & Santa Rosa departments.

We already understand that the limiting factor in the design is going to be seismic and not due to wind; some preliminary calculations were done using a wind speed of 90mph and it was only a fraction of the magnitude of the seismic loads.

I've attempted to use Guatemala's Instituto Nacional de Sismologia, Vulcanología, Metereología e Hidrologia but I can't find what I'm looking for.

Any recommendations?
