My mom & dad just showed me a rebate debit card they recieved for upgrading their service. To get their money they need to actavate the card, they are then charged $3 a month mainteance fee.

Is this the new standard?

Last year my wife and I upgraded ours and recieved a check in the mail 30 days later.
