The supreme court decided, very strongly, that the second amendment pertains to the right of States to raise, arm, and train militias as a way of offsetting the right of the federal government to a standing army.

The second amendment has never been understood to allow for the unabashed collection of military arms for any citizen by the only court that really matters (The US supreme court. The case you cite, Wilson v. State of Arkansas, was decided in a state court, not in a federal court.
