The largest difference is that one will allow you to shoot it on ranges with steel trap backstops. The theory is that the steel jacketed rounds can spark and start a fire.

In terms of performance, there is no difference.

A bi metal jacket is copper plated steel. A Full Copper jacket is just that, Copper over a lead core. The bimetal will also have a lead core usually. The outer copper coating is to prevent rust and protect your rifling.

So if it's the same price, which one would you buy?

Does the bi-metal have better penetration due to the steel jacket?

Buy the copper but it really does not matter. The bi metal is sometimes cheaper to produce when copper prices are high. That is it's only advantage.
