In my town, they are big on speed bumps and traffic circles.

Speed bumps in the lane of travel, bump-outs from the curb, islands in the middle of intersections...anything that forces the driver to slow down. They are used a lot in my town in NYS.

It looked like a railroad crossing guard. And prohibits traffic during certain times.

Speed bumps and traffic circles. Huge PITA's
The traffic engineers down here would be arrested in any northern state for the shit they design and construct.

FL has two roads.

One goes no place.... The other goes no where.

Well, that explains alot. A fucked up system imported from Europe. They need to send it back where it belongs.

It is founded on the idea that streets should help create and preserve a sense of place, that their purpose is for people to walk, stroll, look, gaze, meet, play, shop and even work alongside cars - but not dominated by them.

Screw that. You don't want to get run over, stay out of the damn street.

We had a Chinese merchant put "Traffic Calm" signs up just off the final exit of the 710 freeway in Alhambra. My hometown has blocked completion of that freeway since 1962, hence the traffic flows on to surface streets. Not a very calm place.

The moderate size traffic circles replacing Stop signs at some intersections seem to help keep traffic moving. Really small ones where they kept all the Stop signs seem to really piss people off more.
