I'm an NRA life member today, but wasn't when the D.C. ban was passed. My question to the oldest civil rights organization in America is, WHERE WERE WE IN 1976?!

The Supreme Court was much different back then. The Chief Justice, Warren Burger, was an adamant opponent of any individual interpretation of the 2nd Amendment -so a challenge in '76 that went to the Supreme Court would've probably gone against the NRA. The Heller case won on a 5-4 decision, so even in the current court it wasn't the slam dunk it should've been.
