 What should have your absolute and immediate attention is that this Homeland Security Act was in fact prepared by a Non-Governmental Organization back in 1999.  The committee was chaired by none other than Gary Hart, frmr Senator from Colorado.  This destroyer of liberty was rolled out in Sept. 1999.  Now, I ask, how was it known in 1999 that the US would need a Homeland Security Agency? Strange days indeed....
