does this mean if they get far enough down the stack (very tall stack), without filling all of the slots, they'll give me another look?

it says they hold the application for a year.

My guess is that it means you’re eligible based on the info they have on you right now.  However, other info they don’t have yet (NCIC check, background investigation, medical exam, etc.) might change you to ineligible.

I suspect this job is going to have a very high burn out rate and will easy to get in a few years from now.
