That suppressor appears to work.

My Drozd is louder than that.

Are suppressors for BB guns restricted the same way they are for actual firearms?

It's kind of a gray area. If they can possibly be attached to a real firearms then yes. If they bring the sound down to a certain level then yes.

I think it is just a mock suppressor that happens to muffle the sound by accident.

Only if it can suppress a firearm. Some modulators have plastic baffles which will shred on the first shot with a firearm, not doing a thing to damp the sound. They work with air rifles only.

If it can attach to a firearm and it reduces the overall report of the firearm by even one decible, according to the ATF it is a silencer and regulated.

So, as long as that silencer can't fit on a firearm, and the owner doesn't fabricate some drozd/AR15 thread adapter or something, it should be ok.
