I picked up a Eagle Arms pre ban lower Saturday for $425.  Its in very good condition.  I think it was a good deal.  What do you think?

You have the documentation that it is a "pre-ban" since you bought a lower only?

Wow, thats totally opposite then what I was told.  My brother told me that I got screwed in the deal.  I figured that it was a good deal, but you guys know more about this then I do.

Yes I verified the serial numbers.

Technically the receiver had to be part of a complete gun before sept 13,1994 for it to have status of pre-ban.

You paid $425 and have it in your hands.  The guy that wanted to pay less, went home empty handed.

I recently picked up an Oly pre-ban with new internals and telestock for $650 and I thought that was a good deal.  I am just waiting for my tax return and I am going to buy a Bushy 16" M4 upper for it.  If the manufacturer verified the pre-ban status, you my friend scored a killer deal. [beer]

If ArmaLite verified that the receiver was shipped as a complete pre-ban configuration rifle, then it was a good deal.  Is it a low number A1 configuration or A2 configuration lower?   (Does the receiver extension ring have an A2-style reinforcing band, or is it flat like the A1?)

twice the price of the "postban" stuff.

The difference is that on a pre-ban you can have- a folding or collaspable stock, a bayo lug, and a threaded muzzle. On the threaded muzzle you can put suppressors, both flash and (if you can legaly own one) a sound suppressor (silencer). Only you can decide if it's worth it to YOU.

Killer deal gi .... good to see folks get "lucky" every now and then. I lucked up a couple of months ago and picked up a R6830 complete with 2 USGI's for $ 700.00 !!! Unfrigginbelieveable.....I could'nt get the cash outta my pocket fast enough for that young lady that sold it to me [:D]

Can you drill the hole and install an auto-sear? No. We lost that right in 1986. You can use a Lightning Link or Registered Drop In Auto Sear (RDIAS), but you can do that to a post-ban as well. If you use either of the above in a post ban rifle you can add anything you want to it. Remember I am talking about NFA papered items, not the stuff you see selling for 250.00 in Shotgun News.

heh there's a PWA pre-ban for $500 at my local gun shop in Federal Way, WA. Maybe I'll have to pick it up to sell to you guys who are willing to pay $700 : )

"Note on Pre- vs. Post-Ban Rifles:

In certain, limited circumstances, you may still build or own a Pre-Ban AR-15 rifle. But the restrictions should be researched extremely carefully and followed to the letter of the law! Should you desire to build or own a Pre-Ban rifle, then please be sure to read the Section 5. But I Want a Pre-Ban Rifle passages below.

IT IS VERY IMPORTANT TO NOTE THAT A LOWER RECEIVER WITH SERIAL NUMBER WHICH DENOTES MANUFACTURING PRIOR TO SEPTEMBER 1994 DOES NOT NECESSARILY PERMIT YOU TO LEGALLY BUILD A RIFLE WITH PRE-BAN FEATURES!

I have posted this before, and it is very important, please read and fully understand.

ArmaLite's official
"generic" position on pre/post status of receivers they've made is:

1.Almost all Eagle Arms rifles bearing the notation "Eagle Arms Div ArmaLite"
  are post-ban rifles.  The only exception will be on serial numbers under
  30,000.  Receivers with pre-ban serial numbers marked with the ArmaLite name
  are new receivers produced to repair legitimate pre-ban rifles.
2.Many Eagle Arms lower receivers were sold to customers and assembled outside
  the factory.  ArmaLite has no way of knowing which of these arms were
  legitimately assembled into "pre-ban" rifles before the Crime Bill went into
  effect.  
3.ArmaLite's history specialist will conduct research into the
  production history of a given serial number and provide a letter attesting
  to its factory designation and shipping date.  The research will be
  conducted at a cost of $25.00 per firearm.  The customer name CANNOT be
  provided due to privacy constraints.

Also note that simply because a given lower receiver has a "pre-ban" serial
number does not necessarily mean that the firearm was assembled prior to the
ban, only that the receiver was manufactured before the effective date of
the ban. In order for an assault weapon to be "grandfathered", it must have
been configured as an assault weapon prior to the ban (the effective date of
the ban was September 13, 1994.) If a stripped lower receiver was in a dealer's
bound book at the time the ban took effect, and it is later discovered in an
assault weapon configuration, it could be rather easily ascertained that it
is not a grandfathered firearm. Receivers in private hands on the day of
the ban are a little more ambiguous as who is to say if it was or was not in
an assault weapon configuration on the date of the ban, and then later stripped?

I believe the fines are $10,000 and 10 years in the Federal pen.  While I am not sure how much /often this law is being enforced (proof receiver was a complete gun prior to 9/94), to me it is not worth it.  I would be extremely wary of preban lowers only and request documentation as others have noted.  Say you were stopped for a minor traffic violation and the AR was discovered,and the LEO decided to get technical about it.  You could be SOL.  You still got a super deal.

I don't really see what the number of post has to do with anything a member can add to the discussion. Many of the people were from the old board and did not get their old post count back. Many others have personal knowledge not gained from reading these BB's. If you sit back long enough you will learn who really knows their stuff.

I've spoken to an agent of the BATF about this, his advice is DON'T DO IT! you will not prevail. You will have assembled an illegal assault weapon. But don't take my, or his word for it, call the BATF. They will politely answer your questions without sending an entry team to your house.

$425 is a lot of money to pay for a lower that can only be configured as a post-ban rifle.

Here's part of the official response from an agent in the ATF:

18 USC, Section 922 (v) states (in part)
(1) it is unlawful for a person to manufacture, transfer, or possess a semiautomatic assault weapon.

18 USC Section 921 (30) defines a semiautomatic assault weapon as (in part)
(A) any of the firearms, or copies or duplicates in any caliber, known as...
(iv) Colt AR-15

(i) folding or telescoping stock
(ii) a pistol grip that protrudes conspicuously beneath the action of the weapon
(iii) a bayonet mount
(iv) a flash suppressor or threaded barrel designed to accomadate a flash suppressor; and
(v) a grenade launcher;

Taking a pre-OR post ban lower receiver and adding any two of the FIVE characteristic assemblies described above would constitute manufacturing a semiautomatic assault weapon, and would be a violation of 18 USC: Section 922 (v) (1)

It seems that $425 for a pre-ban lower is not a good deal.
