I don't think the Anthrax was foreign terrorist related. Notice how they almost exclusively targeted the Libs. I think it came for some radical right-winger/s that were trying to use 9/11 as cover.

Many Large countries have tried to make anthrax work, i dont think a bunch of neo nazis or kkk are going to be able to pull it off. Not some hill billy some nation did this.
