Seriously, just buy a Estes toy rocket motor! You won't be able to shoot down Air Force One if that's part of your nefarious plans but it would serve your weird purpose.

I'd just use a model rocket, with model rocket engine. rig a battery and swith and use the regular igniters

Why don't you just ask the ATF? Just type them a note with your query and I'm sure they'll be more then helpful with aiding you in your quest for explosives/propellent manufacturing endevor. Then again, you've posted it here so they've probably already read it.

Howzabout a rapidly venting whipped cream NO2 cartridge?

Commercial black powder is way too slow for propelling anything other than a bullet.  You really need to make your own black powder if you want it to burn faster.  Do you really want all that smoke in your face though?  I've done it with Estes rocket motors and got blasted with smoke and sparks.  Besides, I wouldn't want anything homemade next to my head anyways and anything you can build would be the same as a toy rocket motor.

You would want a fine MSH of AL powder or MG. Should be 600 Msh. But I am not going to tell you where to get it because you are gonna wind up blowing your hands off. I see this will happen to you If you mess around with this stuff with out knowing what you are doing.

Dude you really should not play with this stuff. Mixing random explosive compounds and oxidizers is a very exacting science. I would read up on it before you EVEN THINK about doing it. In most cases you can not even buy AL powder and you must make it. In the process of making it you could blow some fingers off easy. You are essentially making a Flash Powder. KNO3(50%),S(30%) and Al(20%)
