I'm reading, or shall I say, attempting to read The Federalist Papers for my Graduate Degree.  Problem being, I can't get into it, mainly due the way they wrote it.  I have three questions to answer, and am having problems with one of them:

What arguements are offered to allay fears that the new government would be dangerous to state governments?

I assume article 45 addresses this?  Maybe I'm too tired, but I just can't figure it out.
