demonstration purposes, or destroy the weapons.
  (d) Owners of assault weapons are eligible to receive one hundred
dollars ($100) from the department per weapon relinquished to a

Maybe I should start my own gun buyback program.  I will buy anyones pre-ban M4 for $150, so that you will not be burdened with owning such an evil weapon.  Plus since you live in a communist state and can never shoot it anyway you might as well sell it to someone who will enjoy it.  Me!

So... these morons are asleep at the switch when it comes to providing reliable power to the voters, pretty much ignoring an essential ingredient of a modern economy.  Meanwhile, they waste their time and your resources coming up with this stupid plan.  

Plan A:  I recommend all of the AW owners take them to the capital....pick a day...any day... arriving simultaneously.  Ten minutes later, you have regained control of the government, just like the 2nd amendment intended.

Plan B:  Vote with your feet.  Take their tax base away.  Let all of the undocumented foreigners, welfare mommas, convicted felons and Hollywood trash pay the bills in Utopia.

These fools got elected because the entire Hispanic population votes for them (a majority in California). They think the Democratic party will do something wonderful for them.
It never ceases to amaze me, though, because most of the Hispanics I know have very conservative values.

I don't live in California so you can take what I say with a grain of salt.

No. 1 They aren't proposing any new legislation restricting the right to own a AW. If you own one now and it's registered your ok for now.

No. 2 It just seems like it's their lame attempt to correct what they thought was a bright idea by having people register.  Now that the deadline for registering has passed the numbers aren't jiving and they know there is one heck of alot of AW out there that aren't registered. I don't know how these brainiacs can for a minute think that someone that didn't register his prize rifle the first time is going to part with it for $100.  From the numbers I've seen I don't believe they have enough jail space to start any kind of organized crack and track down of unregistered weapons. Their just trying to wittle the numbers down and their hoping that people that didn't register are maybe getting scared and worried enough to give them up.  And hey what do they care.  Their not paying for it.  Their just using the people that registered's money, (didn't you guys pay $20 or so to register?) against other gun owners. While they dangle the no criminal procecution carrot in front of you.

No. 3 I wouldn't worry now, in three years when the bill expires is the time to worry.  That's when these weasles are going to say ok we gave them their chance now lets get em.  At this time I believe they will introduce legislation to ban all AW, and unless you bought yours privatly there is some kind of paper trail on it and you'll be on their list for confiscation.

You can just take these thoughts as the ramblings of guy that's been around for quite a while and has seen the way that an idiot's mind works.

When I first heard of the Californication proposal for registration of "assualt" weapons, I made this comment to friends:  "The federal government will us this as a testing grounds to see what kind of compliance they get with the order.  If they get good comliance, let's say 50% or better, then they will make plans to impliment the order nationwide."  It's not there yet, but you Californians are allowing them to further cement what will be inevitable nationwide, "firearms confiscation"!  Good luck to you.  Maybe it's time for all gun owning Californians to march to the state capitol in a non-violent protest.  They do recognize the vote.  Maybe more now that they lost their beloved AL Gore with a few votes.

I encouraged evenyone NOT TO COMPLY with unConstitutional laws.  I reasoned, begged, and badgered anyone that would listen not to register.

On this very site, I read people calling me a wacko because I said this kind of thing would happen.  They said, "I registerred my other assault weapons ten years ago and I'm still shooting them.  They will never move to take them away."

If this passes, it will take very little to just make the sale to the state manditory.

my impression is that this is an anmesty move for those WHO DID NOT REGISTER - turn them in NOW for a token amount OR get hammered with a class one felony later.....

if i were just a little more paranoid - this would remind me of the sublte legal manouvering by the nsadp to outlaw jewish rights in the 30's - first close all exits, and then liquidate

I really lost interest the further I read, and wound up putting it down around chapter 15. It's an amnesty program for someone in possession of an unregistered AW. It has no effect on registered AW's. It also has no effect on someone who has an unregistered AW and does not want to utilize the program. In any case who cares?  

What disturbs me is the clause that allows for private contributions. Anytime a govermental agency accepts private contributions for these types of programs it's a bad thing.

We'll have to wait and see if it's enacted. Does anyone know what it's chances are of becoming law?

You know if I lived in Kalifornia and had an unregistered AR, AK, or other such evil rifle that I was worried about having I would: Strip it, "sell them" the reciever and sell the rest here at AR-15.com.  $100 is a pretty good price for a used post ban stripped reciever.  Every time I see one of these "buybacks" I wish I had a bucket full of $50 Jennings!

They allocated $600k to advertise this, and for the BS23/RR combined, they allocated $125k.  This amounted to a few posters and a little air time.  Biased POS.

administrative expenses.  Any funds not expended on the program at
the time of its termination shall revert to the General Fund.

Seems like the schedule has been pushed up to me.

Energy situation to prime the pump of a cash outflow from the middle class. A new registration program to pinpoint the the weapons they fear. A "Pre-Cursory" buyback program initiated.

Whats next?

I would assume the the sheeple of Kalifornica will bend over, a position they learn young....
They will hand in all sorts of stuff for next to nothing....as they need to keep their cars in fuel, their homes heated with big time expensive natural gas etc.

Perhaps the best trip up to the implemntation of the new schedule is an "Interruption" of the transmission lines of the latest cash outflow.

We are watching and waiting????

We are NOT the blood of the true Patriots that penned the bill of rights????

I suppose everyone has drawn their imaginary lines at one point or another that they "Say" they will not stand for.  Well stand for something dammit....

It won't pass.  Gun buyback programs have been proven time and time again to be ineffective.  What scares me is that these mental midgets keep coming up with this stuff.  But think about it.  We already have hundreds of thousands of laws, the legislaters must be running out of things to legislate.  You'd think that $1.75M could go a lot further for the public good on some other program.

First of all, $1,000,000 only covers 10,000 weapons at $100 each. Not very many I would think. Second, they MAIL you a check. You don't even get the cash at time of transfer. At a typical buyback, if its cash, you get it right there. Question: If its a stolen one, does the original owner get it back? Will they even check serial numbers?

....probably not knowing how this state operates. They'll probably put a clause in to justify not checking if it's stolen. It would cost them $$$ to use the resources to check if they were stolen. Last thing they want to do is spend money so we can be entitled to our rights, they'd rather allocate that money to help take them away.

The ONLY good thing (if there is anything good about this) is that IF those of you that rightfully did not register in PRK would have a chance of not having to end up a PRK Felon...
Like I meant this sucks .. but at least you will not be barred from owning anything you can own IF you hand them over... (better than handing them over and getting nothing and then becoming a PRK felon and losing other rights..)

This effort is so transparent! What a bunch of fvck-nuts these guys are! Registration was a complete failure, so now they offer this plan in an effort to save face. It's nothing more than that.

Personally, if this bill passes and then no one shows up for the buyback, it may just be another nail in their coffin. Maybe then people will begin to realize RR89 and SB23 are a joke.

I believe a mass exodus would be a good thing,as it would have a favorable effect on the tax base further reducing the funds to a state government which has already proven it is
opressive and financially irresponsible. I would think many of you could do much better in

Maybe leaving Kali would be a good idea but I'm staying behind enemy lines. The Socialist Democrats in power would just love it if all gun owners left the state. I won't give them the satisfaction. I've got family in TX and NM so I may have to relocate my weapons. I don't think the law will pass. The govenor in Kali has stated he does not want more gun-control laws until the effectiveness of existing laws has been determined. We'll see.

RKBar15 is paying attention. This is an amnesty program. There are people who for whatever reasons decided not to register and now probably regret it. A lot of others simply did not know about the law. Sure, it's all a bunch of garbage but it really upsets the troops. The guy who follows the law will keep his rifle.

I think the point that is being missed is that it appears that LOTS of people didn't register.  And that puts the non-registered AW owners in good position, and makes the california elite nervous.  I'm glad there was mass disobedience.  I had heard something like 37,000 aplications were received at an average 1.5 guns per ap.  That seems like a paltry amount when you figure that California is the largest state in the nation.  I'd guess there could be up to a million so called AWs there.

It is common sense and reasonable that the state is going to allow you to continue with the privilege to own guns if you just turn in the firearms that you people wrongly refused to register. What good did it do you? You can't shoot in competitions or participate in other sport sporting activities and it is obvious that you were never serious about the gun hobby in the first place otherwise you would have complied with the law.

I have a quick little story, a guy at work refused to register his AR's and the other day related his indecision to me over whether or not he should buy from another individual an uregistered AR. This person would have never even thought of this illegal transaction before but now that he has crossed the not registering line, he finds himself debating the illegal transfer line. Funny how people operate, just goes to show you that sometime the best course of action requires remaining on the right side of the law. I wish the Legislature would have never done this, but I'm committed to maintain what rights I can by adhering to the statute.
