I have been told before that I should not shoot surplus 308 rounds in a hunting rifle. I am going to purchase either a Remington or Winchester bolt action rifle. Well can I practice with surplus 308?

Yes you can. That being said, I always shoot the same type of ammo out of my hunting rifles. That way I know exactly where it's going to shoot every time. I don't plink with my hunting rifles, except for my .22's. So if I'm going to hunt for deer I practice with my best deer hunting round.
