I STRONGLY recommend a good safety training course. Then if I were you, I'd IMMEDIATELY go out & buy an M16 Military Manual, and possibly a good manual with exploded drawings & step by step instructions.
For the lowest cost on a great quality AR15, buy a stripped Lower Receiver from Olympic Arms (T3 Forged Model, DO NOT BUY THE CAST MODEL) for $125.00 + $8.75 tax (on lower) + a good PCR Kit, Customizable to meet ALL YOUR NEEDS, but you can right now get a 16 inch M4 contour stainless steel barrel KIT from them for $439.00 + $30.73 tax (on Kit) + $20.00 (Shipping) + $25 (FFL Transfer Fee):
TAXES MAY VARY IN YOUR STATE
TOTAL COST: $648.48 for a BRAND NEW AR15, as opposed to the $700 to $800 range proposed above... The problem: You must assemble the lower receiver yourself (which isn't difficult if you use the how-to guide on the older version of this site).
Here's the How-To:

This is a great guide to doing it. Then you can proudly claim that you built it yourself. The Upper Receiver/Barrel Assembly and everything is pre-assembled, headspaced and test-fired to GUARANTEE that the upper assembly is in perfect operating order!
Just my $0.02

...I'm 23 and Live in Miami, FL does anyone know the rules for owning a rifle down here? Will I need a license?...

I Have NO IDEA what FL's laws are like... Typically you need to get a Permit to purchase handguns & assault rifles.
WELCOME ABOARD! I hope you don't immediately get offended & leave like many other new shooters...
