I would also hazard to say that if a bio or chem attack were being planned, as the "Time" article someone posted implies, Afghanistan has about as much bio/chem capability as Ghana, Fiji, or Monaco. Iraq, on the other claw, almost certainly has a bigger bio/chem capability than we do, since they've been actively developing these as offensive weapons for decades.

Remember, Iraq has not only developed chem and bio weapons, they've used chemical weapons both against their own Kurdish insurgents (both pre- and post-Gulf War) AND against Iranian troops (during the Iran-Iraq War).
