the OWNER of the ip will be their service provider, in that case goto www.all-nettools.com goto network tools and type in the ip in "smart whois"  then write email to [email protected] ISPs almost always have a mailbox called abuse. It wont get anywhere though, IPs in x-headers are easy to spoof and it was probably sent to you automatically by someone else's machine who got "got" also.

Go to http://www.geektools.com, click on whois, and enter the IP address.  Leave the Server to automatic.  It will tell you who it belongs to.

and finding out the user themselves can only be done by the isp but only if they keep logs. but if this person has left certain uhh...doors open that have personal info behind them welllll...at least thats what they show in the movies.
