I've been researching M4 uppers and someone selling an M4 complete on gunsamerica.com claims that his M4 is NOT a law enforcement conversion.  
1) Is there a difference between the LE6920 and the AR6920 uppers?

2) I've also seen collapsable stocks designated with the "M4 heavy buffer".  Is there a difference in butt stocks currently available on the market?  If so, why?

There are actually 4 different buffers.

Standard shorty buffer.

These other buffers are usually only used in select fire guns:

C buffer has a sliding section and is for use in the Colt Commando.

H buffer is the heavy buffer, for use in the M4's.

Hydraulic buffer has a piston section and can be used in place of all 3.
