is a concept.  Terrorism is a concept of preying on the weak in order to cripple the strong.  It will be a very tough battle to eliminate a concept like that from the face of this Earth because somebody will always feel slighted and consider resorting to this cowardly action.  It's been said that the price of freedom is eternal vigilance, so that lesson has been driven home hard this week.
