Use a "paint" program or other type of graphics editor.

If you have a MS-Windows 9x system, go to Programs->Accessories->Paint and draw whatever you want.

There are other (much better) programs out there for this, but that's one that 90% of the population has at their fingertips. . . .

After that, you will need to convert it into a GIF.  Dig around on the net and you should be able to find a freeware program to do it.

For animated GIFs, you basically create a bunch of similar images, then merge them all into one file along with timing information.  Again, there are lots of programs out there to do it.
