AND, FOR THE first time, the Bush administration publicly singled out the person who is the focus of its investigation into the attacks on the World Trade Center and the Pentagon: Osama bin Laden, the Afghanistan-based extremist implicated in past strikes against America.

Earlier, the president told reporters at the White House that Tuesday’s attacks on the World Trade Center and the Pentagon marked the start of “the first war of the 21st century.”

Allies around the world, he added, have vowed to help us “whip terrorism.”

“This is now the focus of my administration ... now that war has been declared,” Bush said.

But Bush also said this was a new kind of war. That is exactly what the enemy is counting on. We need to turn this into good old-fashioned war. We cannot defeat them fighting on their terms.

If Bush can't get the terminology unmistakably clear, then we're off to a lousy start.  Looks like Bush didn't read enough Hemingway.  There is nothing better than the short, declarative sentence.

He means war was declared on us.  Congress has not yet declared war in return.
